Tom Moore

Harris County Sheriff's Office

                                                   Vice President

My name is Tom Moore and I am married to a lovely wife, Cindy.  We have two sons, Matt and Jimmy.   I have worked for the Harris County Sheriff' Department for over 24 years and am currently the Chaplain of Harris County Fraternal Order of Police, Lodge #39.

I never knew Barry, but on that cool crisp Monday morning of December 4 2000, as I was pulling into the Cypresswood Station, Barry and Al were leaving.   Barry and I exchanged waves as done between two brothers in law enforcement.

Moments late, while at the station, I heard Barry get into a foot chase and I left the station rushing to his aid.  As I arrived we began looking for Barry. After finding Barry and securing the scene, my thoughts went towards his family.  Over the past years, I have gotten to know his wife, daughters, and parents. We have cried and laughed together.  They have been there for me in my time of need.

All I have heard about Barry by family and friends, I know he was put on this earth to serve and protect and he is still doing that in heaven with the legacy that he has left.

Thanks, Barry.

Eliot Swainson

High School Friend /Houston Metropolitan Police

Secretary

Having just moved to the big city of Houston, Texas back late in 1978 from the outskirts of Detroit, Michigan and after getting settled into the local area Alief High School, I set out to get a summer job.

Not venturing very far I soon found myself working at a local area full service gas station.  You remember the kind, where they check under your hood and checked the air in your tires.  It was while working at this job that I met a very tall, like minded coworker named Barry Hill.  We both were hired on at the same time at this gas station. We began to learn more about each other’s lives over the coming months.

Barry came from a very stable home life, a mother and father who were still married (even to this day) and a younger brother and sister.  He liked motorcycles and shortly after getting hired on at the station started sporting around town on an Enduro (the on road off road style bikes).  He was by family tradition an all around good Baptist kid who even played piano. Just an all around good kid.

Being young high school kids, as is the same for kids today, we had an insatiable love for music.  At the time the biggest thing going that just drove parents bonkers was this horrific band known as KISS.  Barry and I quickly found a bond in the fact that we both liked this band despite what our parents felt about this matter. I had already started considering myself a guitar player and Barry quickly found himself purchasing a used bass guitar and amp.  His amplifier speaker box was nothing more than the cardboard box that the bass speaker came in from Radio Shack with holes cut into it to let the sound come out.  He quickly was able to teach himself enough bass cords to make some noise with me.  I think his talent and the piano playing helped him adapt very quickly.

We quickly got onboard the dream train of making it as the next big thing in the history of Rock and Roll. This standing around checking tires and oil under very hot engine hoods in the middle of Texas summer heat was for the birds.  This also happened to be the about the time U.S. was going at it with Iran.  So for us here at our little gas station, before we even pulled up to start our day in the early morning light we would already find what seemed like a trail of endless cars double, triple or quadruple stacked in the driveway of the gas station.  And a trail that extended out of the drive, down and around the street for what seemed like forever.  We needed out of this!!

Barry and I basically went to the same school.  I say basically the same because it was a strange setup.  For some unknown reason to us, the school district had two high schools that were housed in the same building. The only thing separating them was an attached court yard.  I went to Hastings and Barry went to Elsik.  While I spent my time cracking jokes, being sent home from school for dressing up in full Gene Simmons makeup and costume and showing up for class dressed like that, Barry would be studying music, participating on the school swim team and joining the school newspaper as a field reporter/writer.  I think you get the jest of this relationship…. He was just an all around good kid!

Steve Willis

Harris County Sheriff's Office

Events Chairman

My name is Stephen Willis.  I have been employed with the Harris County Sheriff's Office since February 8, 1993 in various capacities, currently being assigned to the Patrol Bureau in the North District.  I have been married to my wonderful wife, Laura, since March 2002.  We have a son, Tyler, who was born in June 2007.  It was while assigned to the 701 jail facility that I met Barry.  We hit it off instantly and became fast friends.    Once I was assigned to Patrol, Barry would come and ride second man with me.  We shared our lives together.   We rode motorcycles together.  Barry allowed me to be part of his life as well as a part of his wonderful family's lives too.  Over the past years, I have had the pleasure of being close friends to the Hill Family.   I was honored when the family asked me to be a part of carrying on Barry's legacy and allowing me to be a part of the Barrett Hill Memorial Scholarship Fund.

I have become a better person from knowing Barry and I thank him for all that he taught me.  I will never forget my friend and will strive to always honor him.  I miss him every day.

Lee Card

Harris County Sheriff's Office

Trustee

Just like many other little boys, Lee Card dreamed of being a fireman, a soldier and a policeman.  While still in high school, Lee began fulfilling his dreams and was a volunteer firefighter.  Not too long after graduating high school he enlisted in the Army, where he served his country for 9 years.  Continuing with his dreams, in 1991 Lee Card began his career with the Sheriff’s Office and in 1993 he graduated from the University of Houston as a licensed peace officer.  In 2003, Lee began volunteering in the Sheriff’s Office Family Assistance Unit and in so doing began his association with C.O.P.S. which led to a relationship with the Hill Family.  Deputy Card now works full time for Family Assistance and continues to provide whatever support he can to the bereaved family members of officers injured and killed in the line of duty.  Deputy Card not only does what he can for the members of his own agency, but also renders his expertise to outside agencies who are not as fortunate to have personnel familiar with how to efficiently work through the mounds of paperwork and documents that are imperative to satisfy insurance companies, funeral homes and all the different organizations and government entities out there.

Lee, a big guy with a huge heart (and a very warped sense of humor) has been blessed with the unique ability to make you laugh, even when you feel your world in crumbling in; but is also sensitive and caring enough to cry with those whose heart is breaking, offering words of comfort and the valuable assistance with the multitude of paperwork that unfortunately must be dealt with for survivors to go on.

Many of you may be more familiar with Deputy Card's other ability.  One of the duties Deputy Card happily does is “help” Santa each year at the Greater Houston C.O.P.S. Annual Christmas Party.  So if you get the privilege of attending this event, make sure to give Santa a hug, he’ll make sure to pass your sentiments on to Deputy Card.

Lee has been married to his wife Susan for 8 years.  They have two sons, 23 and 30, who are each married.  However, Susan has been replaced as his number one girl by a beautiful little 1 ½ year old granddaughter whom they lovingly refer to as “the bug”.  Obviously A LOT of their time and money goes to this little blessing, but they also share their love with a houseful of four legged children, most of whom were rescued.   To relax, they enjoy riding their Harley’s and doing what they can to support the biker ministries they are involved with.
